This study offers the first systematic exploration of the Greek e-Government team, a public sector innovation unit that operated within the Office of the Prime Minister of Greece from 2009 to 2012—the sole example of such a unit in the country. It illustrates how strategically positioned innovation units can function as change agents within government bureaucracies. The purpose of this work was to analyze how this distinctive unit functioned by bridging policy formulation, legislative drafting, and technological implementation at the highest government levels. The research involved thematic analysis of original interviews conducted with most core members of the team. The findings highlight successes, notably the Diavgeia transparency platform, which markedly improved administrative transparency, accountability, and citizen access to government decisions. Important challenges were also identified, particularly regarding the sustainability of the unit, issues of institutionalization, and meaningful citizen engagement. The experience of the Greek e-Government team suggests that public sector innovation (PSI) units are most effective when they combine high-level political access with multidisciplinary expertise and operational flexibility. The analysis also reveals inherent tensions between the need for centralized coordination and the benefits of decentralized implementation, as well as challenges in maintaining citizen participation throughout the policy development process. Wind power has gained attention as a vital renewable energy source capable of reducing emissions and serving as an effective alternative to fossil fuels. Floating wind farms could significantly enhance the energy capacities of Mediterranean countries. However, location selection for offshore wind farms (OWFs) is a challenge for renewable energy policy and marine spatial planning (MSP). To address these issues, this study considers the marine space of Greece to propose a GIS-based multi-criteria decision-making (MCDM) framework employing the Analytic Hierarchy Process (AHP) to identify suitable sites for OWFs. The approach assesses 19 exclusion criteria encompassing legislative, environmental, safety, and technical constraints to determine the eligible areas. Subsequently, 10 evaluation criteria are weighted to determine the selected areas’ level of suitability. The study considers baseline conditions (1981–2010) and future climate scenarios based on RCP 4.5 and RCP 8.5 for two horizons (2011–2040 and 2041–2070), integrating projected wind velocities and sea level rise to evaluate potential shifts in suitable areas. Results indicate the central and southeastern Aegean Sea as the most suitable areas for OWF deployment. Climate projections indicate a modest increase in suitable areas. Silvopastoral systems, though ecologically beneficial, remain underrepresented in the European Union’s Common Agricultural Policy and are seldom studied in Mediterranean contexts. The current study assesses both the environmental and economic aspects of five typical silvopastoral systems in central Greece, encompassing cattle, sheep, and goat farming. A Life Cycle Assessment approach was implemented to quantify greenhouse gas emissions using economic allocation, distributing impacts between milk and meat outputs. Enteric fermentation was the major emission source, accounting for up to 65.14% of total emissions in beef-based systems, while feeding and soil emissions were more prominent in mixed and small ruminant systems. Total farm-level emissions ranged from 60,609 to 273,579 kg CO2eq per year. Economically, only beef-integrated systems achieved an average annual profitability above EUR 20,000 per farm, based on financial data averaged over the last five years (2020–2024) from selected case studies in central Greece, while the remaining systems fell below the national poverty threshold for an average household, underscoring concerns about their economic viability. The findings underline the dual challenges of economic viability and policy neglect, stressing the need for targeted support if these multifunctional systems are to add value to EU climate goals and rural sustainability. As consumer preferences tend toward safer, chemical residue-free, and nutritionally rich fruits, preharvest bagging has gained attention as a sustainable method for improving fruit quality and protecting produce from environmental and biological stressors and pesticide residues. This study assessed the impact of preharvest bagging using paper bags with inner aluminum coating on the physicochemical traits, storability, and browning susceptibility after cutting or bruising of ‘Afrata Volou’ quince (Cydonia oblonga Mill.) fruit grown in central Greece. Fruits were either bagged or left unbagged approximately 60 days before harvest, and evaluations were conducted at harvest and after three months of cold storage, plus two days of shelf-life. Fruit bagging reduced the quince’s flesh temperature on the tree crown. Bagging had minor effects on fruit and nutritional quality, except for more yellow skin and higher titratable acidity (TA). Also, at harvest, bagging did not significantly affect fruit flesh browning after cutting or bruising. After three months of storage, unbagged and bagged quince fruit developed more yellow skin color, without significant alterations in most quality characteristics and nutritional value, but increased total tannin content (TTC). After three months of storage, the quince flesh color determined immediately after cutting or bruising was brighter and more yellowish compared to that at harvest, due to continuation of fruit ripening, but it darkened faster with time after cutting or skin removal. Therefore, fruit bagging appears to be a sustainable practice for improving the aesthetic and some chemical quality characteristics of quince, particularly after storage, without negative impacts on other characteristics such as texture and phenolic content. Early medical traditions include those of ancient Babylonia, China, Egypt, and India. The roots of modern Western medicine, however, go back to ancient Greece. During the Renaissance, physicians increasingly relied on observation and experimentation to understand the human body and develop new techniques for diagnosis and treatment. The discovery of antibiotics, antiseptics, and other drugs in the 19th century accelerated the development of modern medicine, the latter being fueled further by advances in technology, research, a better understanding of the human body, and, most recently, the introduction of evidence-based medicine (EBM). The EBM model de-emphasized intuition, unsystematic clinical experience, and pathophysiologic rationale as sufficient grounds for clinical decision-making and stressed the examination of evidence from clinical research. A later EBM model additionally incorporated clinical expertise and the latest model of EBM patients’ preferences and actions. In this review article, we argue that in the era of precision medicine, major EBM principles must be based on (a) the systematic identification, analysis, and utility of big data using artificial intelligence; (b) the magnifying effect of medical interventions by means of the physician–patient interaction, the latter being guided by the physician’s expertise, intuition, and philosophical beliefs; and (c) the patient preferences, since, in healthcare under precision medicine, the patient will be a central stakeholder contributing data and actively participating in shared decision-making. Guaranteeing food safety in the European Union (EU) is a continuing issue affected by diverse national traditions, regulatory power, and consumer culture. Despite the presence of a harmonized regulatory context, there continues to be variability in performance among the 27 member states. This study gives an extensive comparative evaluation of EU food safety based on three indicators: Rapid Alert System for Food and Feed (RASFF) alerts, pesticide maximum-residue-limit (MRL) violation, and per capita food loss. Fuzzy TOPSIS, K-means clustering, and scenario-based sensitivity tests are used to give an extensive appraisal of the performance of member states. Alarming differences are quoted as findings of significance. The highest number of RASFF notifications (212) and percentage of pesticide MRL non-compliance (1.5%) were reported in 2022 by Bulgaria, whereas the lowest values were reported by Estonia and Lithuania—15–20 RASFF notifications and less than 0.6% MRL violation rates. A statistically significant correlation (r = 0.72, p < 0.001) between pesticide MRL violation and food safety warnings was confirmed in favor of pesticide regulation as the optimal predictor of food safety warnings. On the other hand, food loss did not significantly affect safety measures but indicated very high variation (from 76 kg/capita per year in Croatia to 142 kg/capita per year in Greece). These findings suggest that while food loss remains an environmental problem, pesticide control is more central to the protection of food safety. Targeted policy is what the research necessitates: intervention and stricter enforcement in low-income countries, and diffusion of best practice from successful states. The composite approach adds to EU food safety policy discourse through the combination of performance indicators and targeted regulatory emphasis. Full article

Variable-rate nitrogen (VR-N) application allows farmers to optimize nitrogen (N) input site-specifically within field boundaries, enhancing both economic efficiency and environmental sustainability. In this study, VR-N technology was applied to durum wheat in two small-scale commercial fields (3–4 ha each) located in distinct agro-climatic zones of Thessaly, central Greece. A real-time VR-N application algorithm was used to calculate N rates based on easily obtainable near-real-time data from unmanned aerial vehicle (UAV) imagery, tailored to the crop’s actual needs. VR-N implementation was carried out using conventional fertilizer spreaders equipped to read prescription maps. Results showed that VR-N reduced N input by up to 49.6% compared to the conventional uniform-rate N (UR-N) application, with no significant impact on wheat yield or grain quality. In one of the fields, the improved gain of VR-N when compared to UR-N was 7.2%, corresponding to an economic gain of EUR 163.8 ha−1, while in the second field—where growing conditions were less favorable—no considerable VR-N economic gain was observed. Environmental benefits were also notable. The carbon footprint (CF) of the wheat crop was reduced by 6.4% to 22.0%, and residual soil nitrate (NO3) levels at harvest were 13.6% to 36.1% lower in VR-N zones compared to UR-N zones. These findings suggest a decreased risk of NO3 leaching and ground water contamination. Overall, the study supports the viability of VR-N as a practical and scalable approach to improve N use efficiency (NUE) and reduce the environmental impact of wheat cultivation which could be readily adopted by farmers. This study explores a strategic framework for the sustainable development of Northern and Central Euboea (Evia), Greece, through the preservation and promotion of cultural and environmental assets. This research aims to redirect tourism flows from overdeveloped coastal zones to underutilized inland areas by leveraging local heritage and natural resources. The methodology was developed within the context of the AEI research project and combines bibliographic research, stakeholder consultation, GIS analysis, and socioeconomic assessment. Based on this framework, a series of thematic cultural routes and agritourism initiatives were designed to enhance regional attractiveness and resilience. The study proposes the utilization of ICT tools such as GIS-based mapping, a digital development platform, and an online tourism portal to document, manage, and promote key assets. The socioeconomic impact of the proposed interventions was evaluated using an input–output model, revealing that each EUR 1 million invested in the region is expected to generate EUR 650,000 in local GDP and create 14 new jobs. The results underscore the potential of alternative tourism to stimulate inclusive and sustainable growth, particularly in post-disaster rural regions. This integrated approach can serve as a model for other territories facing similar environmental, economic, and demographic challenges. Full article

This study investigates the relationship between sovereign credit rating transitions and domestic equity market performance, focusing on Greece from 2004 to 2024. Although credit ratings are central to sovereign risk assessment, their immediate influence on financial markets remains contested. This research adopts a multi-method analytical framework combining algebraic combinatorics and time-series econometrics. The methodology incorporates the construction of a directed credit rating transition graph, the partially ordered set representation of rating hierarchies, rolling-window correlation analysis, Granger causality testing, event study evaluation, and the formulation of a reward matrix with optimal rating path optimization. Empirical results indicate that credit rating announcements in Greece exert only modest short-term effects on the Athens Stock Exchange General Index, implying that markets often anticipate these changes. In contrast, sequential downgrade trajectories elicit more pronounced and persistent market responses. The reward matrix and path optimization approach reveal structured investor behavior that is sensitive to the cumulative pattern of rating changes. These findings offer a more nuanced interpretation of how sovereign credit risk is processed and priced in transparent and fiscally disciplined environments. By bridging network-based algebraic structures and economic data science, the study contributes a novel methodology for understanding systemic financial signals within sovereign credit systems. Background/Objectives: Supernumerary teeth, or hyperdontia, refer to a developmental anomaly defined by the presence of additional teeth beyond the normal dentition. Hyperdontia may result in clinical complications including delayed eruption, crowding, and malocclusion. Despite its prevalence having been studied in various populations, data from geographically isolated or peripheral groups remain limited. This study aimed to investigate the prevalence and distribution of supernumerary teeth in a sample of children and adolescents from the island of Lesvos, Greece. Methods: A retrospective cross-sectional study was conducted using panoramic radiographs from 621 Caucasian children aged 9–16 years who attended orthodontic or general/pediatric dental clinics in Mytilini, Lesvos island, Greece. Radiographs were examined for the presence, number, type, and location of supernumerary teeth. The analysis included data to explore gender and arch distribution. Results: Supernumerary teeth were identified in 15 individuals, corresponding to a prevalence of 2.4%. A slightly higher occurrence was observed in males (1.4%) than in females (1%). The majority of supernumerary teeth were situated in the maxillary arch (1.9%). Mesiodens represented the most frequently observed type, followed by supernumerary lateral incisors, paramolars, and a single supernumerary central incisor. Conclusions: The prevalence of supernumerary teeth in this population is consistent with reported findings. Mesiodens was the most frequently observed type, with a predominance in the maxillary arch. Early detection of supernumerary teeth is crucial for accurate diagnosis and effective management. Full article

Background: In September 2023, Storm Daniel triggered catastrophic flooding across Thessaly, in central Greece, leading to the deaths of approximately 483,476 animals and heightening concerns about zoonotic diseases, particularly Q fever caused by Coxiella burnetii. Sofades, a municipality in the Karditsa region that is severely impacted by the floods, emerged as a critical area for evaluating the risk of zoonotic disease transmission. This study aimed to determine the seroprevalence status of Coxiella burnetii Phase 1 IgA antibodies among residents in the rural area of Sofades after the Daniel floods. Methods: Serum samples were obtained from a convenient sample of residents with livestock exposure between 1 March and 31 March 2024. Enzyme-linked immunosorbent assay (ELISA) was used to detect Coxiella burnetii Phase 1 IgA antibodies. Descriptive analyses summarized demographic data, and logistic regression was employed to examine the association between gender, age, and positive ELISA results. Results: The overall seroprevalence was 16.66%. Males had a significantly higher positivity rate (28.57%) than females (6.25%). Seropositivity was more frequent among individuals aged 41–80 years, with peak prevalence observed in the 61–80 age group. Conclusions: This cross-sectional study offers a snapshot of Coxiella burnetii exposure in a high-risk rural population post-flood. The slightly higher seroprevalence in Sofades (16.66%) compared to Karditsa (16.1%) suggests limited influence of environmental factors on transmission. Despite limitations in causal inference, the findings highlight the need for enhanced surveillance and targeted public health measures. Longitudinal studies are needed to assess the long-term impact of environmental disasters on Q fever dynamics. Full article

Accurate estimation of potential evapotranspiration (PET) is of paramount importance for water resource management, especially in Mediterranean mountainous environments that are often data-scarce and highly sensitive to climate variability. This study evaluates the performance of four machine learning (ML) regression algorithms—Support Vector Regression (SVR), Random Forest Regression (RFR), Gradient Boosting Regression (GBR), and K-Nearest Neighbors (KNN)—in predicting daily PET using limited meteorological data from a high-altitude in Central Greece. The ML models were trained and tested using easily available meteorological inputs—temperature, relative humidity, and extraterrestrial solar radiation—on a dataset covering 11 years (2012–2023). Among the tested configurations, RFR showed the best performance (R2 = 0.917, RMSE = 0.468 mm/d, MAPE = 0.119 mm/d) when all the above-mentioned input variables were included, closely approximating FAO56–PM outputs. Results bring to light the potential of machine learning models to reliably estimate PET in data-scarce conditions, with RFR outperforming others, whereas the inclusion of the easily estimated extraterrestrial radiation parameter in the ML models training enhances PET prediction accuracy. Formative Development and Acceptability of a Lifestyle Weight Management Intervention for Breast Cancer Survivors in Greece: The NutriLife Study

Background/Objectives: Weight gain is frequently observed during and following breast cancer therapy. Women with overweight/obesity have poorer breast cancer prognoses and are more likely to develop comorbidities. The present study describes the development and qualitative assessment of the acceptability of the NutriLife study, a lifestyle weight management intervention with dietetic counseling and digital tools for breast cancer survivors (BCSs). Methods: The intervention was developed using the Medical Research Council (MRC) framework, informed by a systematic literature review and stakeholder input. Acceptability was assessed using the Theoretical Framework of Acceptability (TFA). A total of 22 BCSs with overweight/obesity participated in focus groups, and 5 dietitians/nutritionists specializing in breast cancer in Greece participated in semi-structured interviews. The data were further analyzed using thematic analysis. Results: Stakeholders assessed the intervention as acceptable across all TFA constructs. The intervention was characterized as supportive, easily adaptable, time-efficient, well-organized, beneficial, and professionally driven, with potential barriers including limited personal time, inadequate digital literacy, insufficient self-care, and lack of commitment. Gradually increasing goals may be helpful and less stressful, while educational resources enhance focus on these objectives, thus encouraging intervention participation. Ensuring confidentiality was perceived as central to promoting health. Conclusions: The evidence-based, co-participatory design of the NutriLife intervention was perceived as acceptable by the participating stakeholders and will be pilot-tested in a randomized controlled trial. This study examines the role of supervisory frameworks in shaping the risk management behavior of Greece’s four systemic banks during the period of 2015–2024. It explores how regulatory reforms under Capital Requirements Regulation II, Basel III, and European Central Bank oversight influenced capital adequacy, asset quality, and liquidity metrics. Employing a quantitative methodology, this study analyzes secondary data from Pillar III disclosures, annual financial reports, and supervisory statements. Key risk indicators (capital adequacy ratio, non-performing exposure ratio, liquidity coverage ratio, and risk-weighted assets) are evaluated in conjunction with regulatory interventions, such as International Financial Reporting Standards 9 transitional relief, the Hercules Asset Protection Scheme, and European Central Bank liquidity measures. The findings reveal that enhanced supervision contributed to improved resilience and regulatory compliance. International Financial Reporting Standards 9 transitional arrangements were pivotal in maintaining capital thresholds during stress periods. Supervisory flexibility and extraordinary European Central Bank support measures helped banks absorb shocks and improve risk governance. Differences across banks highlight the impact of institutional strategy on regulatory performance. This study offers a rare longitudinal assessment of supervisory influence on bank risk behavior in a high-volatility Eurozone context. Covering an entire decade (2015–2024), it uniquely links institutional strategies with evolving regulatory frameworks, including crisis-specific interventions such as International Financial Reporting Standards 9 relief and asset protection schemes. The results provide insights for policymakers and regulators on how targeted supervisory interventions and transitional mechanisms can enhance banking sector resilience during protracted crises. Knowledge and Education on Physical Activity Health Benefits and Prescription Principles Among Greek Medical Students

Physical activity (PA) is widely recognized as a therapeutic intervention for numerous non-communicable diseases. This study assessed Greek medical students’ knowledge and education on PA across seven medical schools. A structured questionnaire was distributed electronically to all medical schools across Greece, with 135 students responding (67.4% female). Among respondents, 78.5% reported being taught about PA benefits, and 77.8% felt prepared to discuss them with patients. However, 30.2% had received less than two hours of formal PA education. Only 25.2% were aware of the World Health Organization (WHO) and Greek Central Board of Health (KESY) recommendations, while 81.5% expressed the need for additional education on PA and its role in health. Students who were taught about PA were more likely to address exercise physiology (42.5% vs. 17.2%, p = 0.013, OR = 16.4), cardiopulmonary exercise testing (52.8% vs. 24.1%; p = 0.006, OR = 3.5), and PA benefits (89.6% vs. 34.5%; p < 0.001, OR = 3.5). Although most medical students have been taught about PA’s health benefits, only a small proportion have sufficient knowledge for effective prescription. Full article
