Author Biographies

My name is Paul Iacobescu, born on May 24, 1981, in Galați, Romania. I am a senior police officer within the Galați County Police Inspectorate and a PhD candidate in Artificial Intelligence at “Dunărea de Jos” University. With over 18 years of service in law enforcement, I have led strategic units focused on criminal records, statistics, and operational data. My academic background includes degrees in Computer Engineering, Intelligent Systems, and Law, which have equipped me to bridge the gap between traditional policing and modern technology. I began my police career in 2006 in the IT and communications field, later taking on responsibilities related to data protection and judicial evidence. Since 2016, I have headed the Criminal Records Service, overseeing data management, biometric systems, and judicial statistics. Motivated by the need for predictive tools in policing, I began doctoral research in AI, focusing on hybrid models (ARIMA–ANN) to support crime forecasting and resource optimization. Driven by values such as discipline, integrity, and respect for institutional tradition, I aim to contribute to a forward-looking, data-driven transformation of public safety in Romania.
