Author Biographies

Dr. Catalin Popa has been part of the Romanian Naval Academy team since 1995 and is currently appointed as vice-rector for international programs and as associate professor in the field of logistics and maritime business. He is a graduate of the Land Forces Institute (1995), holding a BSc degree in International Economic Affairs (2001), an MSc degree in Naval Transports (2002), and a PhD in Economics awarded by the Romanian Academy of Sciences (2009). Throughout his career, he has held various positions in the Romanian Naval Academy, both in the administrative (financial officer) and academic fields. In 2001, he was given the position of assistant professor and later promoted to associate professor at the Naval Academy. From 2001 to 2003 he served onboard ROU navy ships, and from 2004 to 2005, he was appointed to the OSCE, Georgia. Since 2012, Dr. Popa has held various positions in academic management as the director for education (2011-2013), as vice-dean of the Faculty of Navigation and Naval Management (2013-2014), and as vice-rector for international programs (2016-present). As an academic, Dr. Popa has wide expertise in teaching abroad in the Erasmus+ program and performing as a professor at the HCT in the UAE (2013-2015). From the perspective of scientific research, Dr. Popa has published over 120 articles in specialized journals, written as author/co-author 16 books, and been involved in more than 30 research projects as director/member of the implementation team.
Dr. Sergiu Lupu is currently appointed as vice-rector for training and as an associate professor at the Romanian Naval Academy in the field of navigation and maritime transport. He is a graduate of the Romanian Naval Academy (2003), holding a BSc degree in Navigation and Maritime Transport (2003), an MSc degree in Naval Transports (2008), and a PhD degree in Navigation awarded by the Romanian Institute for Astronomy (2013). Since 2010, he has held various positions in the ROU Navy, and in 2010, he was given the position of assistant professor and later promoted to associate professor at the Naval Academy. Since 2014, the officer has held various positions in academic management, including as head of the department for navigation (2014-2019) and as vice-rector for training (2019-present). Regarding his scientific research, Dr. Lupu has published over 40 articles in specialized journals, has written as author/co-author 6 books, and has been involved in more than 12 research projects as director/member of the implementation team.
Dr. Filip Nistor is currently appointed as vice-rector for education and associate professor at the Romanian Naval Academy in the field of management and naval and port logistics. He is a graduate of the Romanian Naval Academy (2000), holding a BSc degree in Management (2006), an MSc degree in Naval Transports (2008), and a PhD degree in Economics awarded by the Romanian Academy of Sciences (2014). Since 2000, he has held various positions in the ROU Navy, and in 2006, he was given the position of assistant professor and later promoted to associate professor at the Naval Academy. Since 2012, the officer has held various positions in academic management, as the head of a department (2016-2020), as dean of the Faculty of Navigation and Naval Management (2021-2023), and as vice-rector for education (2023-present). Regarding his scientific research, Dr. Nistor has published over 50 articles in specialized journals, has written as author/co-author 8 books, and has been involved in more than 10 research projects as director/member of the implementation team.
