Author Biographies

Marcio Basilio completed his PhD in Production Engineering at Universidade Federal Fluminense (UFF) in 2019, with a concentration in systems, decision support, and logistics; his Master's in Public Administration at Fundação Getulio Vargas (FGV) / EBAPE in 2007. The researcher has also completed the following courses: MBA in financial management, controllership and auditing from FGV/RJ (2012); MBA in public security management from FGV/RJ (2007); Integrated Higher Police Course from the Military Police Higher School (2007); Officers‘ Improvement Course from the Military Police Higher School (2000); postgraduate studies in systems analysis (1999) and human resources administration (1998); business administration from Faculdades Reunidas Nuno Lisboa (1996); and the Rio de Janeiro State Military Police Officers’ Training Course (1992). Dr Marcio Basilio has concentrated his career on government activity in public security. His last position was as Undersecretary of State and Chief of Staff of the Military Police from 1 January 2019 to 26 August 2021. After this mission, he left the active service of the military police at the rank of Colonel after 31 years, 4 months, and 26 days of service. He is a member of the International Society for Fuzzy Set Extensions and Applications (ISFSEA). He works at the Comptroller General's Office of the State of Rio de Janeiro as Coordinator of Corporate Accountability. His research focuses on issues related to decision-making.
Possess a degree in Production Engineering (UERJ / 2006), Master in Production Engineering (UFF / 2008), Specialization in Construction Planning and Assembly (UFF / 2008), qualification as Planning and Construction Engineer (PROMINP / 2008) and PhD in Production Engineering (UFF / 2012). Currently Adjunct Professor at the Federal Fluminense University and works mainly on the following topics: Operations Research, Production Planning and Control, Multivariate Data Analysis, Multicriteria Methods, Machine Learning, Deep Machine Learning and Artificial Intelligence.
Prof. Marcos Santos holds two postdoctoral degrees, one of then in Space Sciences and Technologies from the Instituto Tecnológico de Aeronáutica (ITA - Aeronautics Institute of Technology). He obtained his Master's in Industrial  Engineering from COPPE UFRJ and his Ph.D. in Industrial Engineering from UFF. He currently serves as an Operations Research professor at the Instituto Militar de Engenharia (IME - Military Institute of Engineering), working in the fields of Computer Engineering, Transportation Engineering, and Defense Engineering. Additionally, he teaches in the MBA in Data Science and Analytics program at the Universidade de São Paulo (USP - University of São Paulo). With extensive teaching experience, Prof. Santos has taught Operations Research to over 10,000 students both in Brazil and internationally. He was a board directors of the Sociedade Brasileira de Pesquisa Operacional (SOBRAPO - Brazilian Operations Research Society) from 2019 to 2021. In the field of Decision Making, with an H-index 35 in Scopus database, he has presented and published more than 900 research in over 20 countries, including the United States of America, China, Italy, England, France, Serbia, India, Nepal, Chile, Portugal, Spain, among others. His global impact was recognized by Stanford University, which listed him among the top 2% of the world’s most influential scientists.
