Kuo Lung Lian received a B.A.Sc. (Hons.), an M.A.Sc., and a Ph.D. in electrical engineering from the University of Toronto,
Toronto, ON, Canada, in 2001, 2003, and 2007, respectively. From 2007 to 2009, he was a Visiting Research Scientist with the Central Research Institute of the Electric Power Industry, Japan. He is currently a Professor with the National Taiwan University of Science and Technology, Taipei, Taiwan.
