Author Biographies

Gustavo Adolfo Gomez Ramirez was born in Costa Rica, in 1976. He received a B.E. degree in Industrial Maintenance Engineering from the Instituto Tecnológico de Costa Rica. In 2001, he received an M.Sc. degree in Electrical Engineering from the Universidad de Costa Rica.  He is currently a researcher, professor, and lecturer, and his main areas of research interest are power systems, electrical machines, and renewable generation. Gustavo is a senior member of the PES Costa Rica Chapter, and nowadays, he is a PhD candidate.
Luis García-Santander was born in Concepción, Chile. He received a B.S. degree in Electrical Engineering from the Universidad de Concepción, Chile, and Ph.D. in electrical engineering from l’École Supérieure d’Électricité (Supélec), University of Paris VI, Paris, France, in 2003. Since 2003, he has been an associate professor with the Dep. of Electrical Engineering at the Universidad de Concepción, Chile. His areas of interest are the optimization of electrical systems, energy management and efficiency, smart grids, and renewable energies.
Rodrigo Rojas M. is a PhD-holding Costarrican scientist whose work is focused on improving conditions for the planning, development, and future use of ocean energy in Costa Rica. His recent focuses include an offshore wind road map of Costa Rica and the analysis of the marine energy supply chain. Currently, Rodrigo is working as a lecturer and thesis director for several public and private universities. He is a frequent speaker and moderator at international conferences on renewable energy, offshore energy, and the blue economy agenda.
Markel Zubiaga Lazkano was born in 1983. He received a B.Sc. and M.Sc. degree in Electrical Engineering from the University of Mondragon, Mondragon, Spain, in 2005 and 2007, respectively. He obtained his Ph.D. also from the University of Mondragon in 2011. In the same year, he joined Ingeteam, where he worked as an R&D engineer with the Renewable Energy Systems Department (2011–2024). Currently, he is a researcher and lecturer with the Electronic Technology Department at the University of Basque Country (Gipuzkoa Engineering School).  His research interests are in the field of power electronics, renewable energy systems, energy transmission systems, power systems with high penetration of power converters, and grid-forming control.
Carlos Meza received a B.Sc. degree in Electronic Engineering from the Instituto Tecnológico de Costa Rica, an M.Eng. degree in Embedded Systems Design, from the Università della Svizzera Italiana (USI), Switzerland, and a Ph.D. in Automation and Robotics from the Universitat Politècnica de Catalunya, BarcelonaTech (UPC), Spain. In addition, he has been a postdoctoral researcher at the Scuola Universitaria Professionale della Svizzera Italiana (SUPSI), Switzerland, and at the Abdus Salam International Centre for Theoretical Physics, Italy. He is currently an associate professor at the Instituto Tecnológico de Costa Rica and a guest professor at Hoschschule Anhalt, Germany. His research interests include control theory and photovoltaic and renewable energy systems. Carlos is a senior member of the PES Costa Rica Chapter.
