Author Biographies

Bin Wei graduated from Wuhan University with a Ph.D. in Management. She is currently an associate researcher and doctoral supervisor at the School of Public Policy and Management, Guangxi University. She also works with the China–ASEAN Collaborative Innovation Center for Regional Development, Guangxi University. Her main research areas are public governance and emergency management. In recent years, she has published many papers in academic journals and theoretical articles for the Chinese Public Administration, presided over and completed research on the comprehensive emergency management of online food safety related to the National Social Science Fund project "Internet plus", participated in research on the comprehensive governance of multi-ethnic rural communities on the border between China and Vietnam as part of the Youth Project of the Guangxi Philosophy and Social Sciences Research Project, and participated in a number of national, provincial, ministerial, departmental, and bureau-level research projects. As part of the National Social Science Fund Project in 2022, she led research on emergency coordination and overall resilience governance for major public health emergencies across different fields.
Personal Profile: Yike Bai, female, is a master's student majoring in administrative management at the School of Public Policy and Management, Guangxi University. She won a first-class scholarship for graduate studies at Guangxi University, the "Huang Yingni" scholarship at the School of Public Administration, the Excellence Award at the National College English Competition (NECCS), the honorary title of "Outstanding Athlete" at Guangxi University, the Outstanding Student Scholarship at Guangxi University, the annual "Outstanding Communist Youth League Member" honor at Guangxi University, and the honorary title of "Outstanding Student" at Guangxi University. She has participated in the application work of the "Principles and Practice of Public Relations" course, the "Three Supports and One Support" project in Guangxi Zhuang Autonomous Region, the China International "Internet plus" Undergraduate Innovation and Entrepreneurship Competition project, etc., and currently participates in the 2022 National Social Science Fund project, Research on Emergency Collaborative Blockage and Overall Resilience Governance for Major Public Health Emergencies across Regions. Liying Liang is a PhD student at the School of Public Policy and Management of Guangxi University. She graduated from Guangxi University in 2016 with a Bachelor's Degree in Economics and from Guangxi Minzu University in 2024 with a Master's Degree in Economics. Her main research areas include emergency management and regional sustainable development. She has published papers in Ecological Indicators.
Personal Profile: Shunqing Yang, male, is a PhD student at the School of Public Policy and Management, Guangxi University. He graduated from Central South University for Nationalities (CSUN) in 2011 with a bachelor's degree in Management and from Coventry University in 2014 with a master's degree in Science. In addition, he worked in the School of Business of Huaihua College from 2014 to 2021, as an assistant professor from 2014 to 2017, and as a lecturer from 2018 to 2021. His main research areas include rural revitalization, urban–rural integration, cross-regional digital governance, and public service value co-creation.
