Author Biographies

Gerald W. Fry (Ph.D., Stanford; M.P.A., Princeton; BA, Stanford) is a distinguished international professor at the University of Minnesota in the Department of Organizational Leadership, Policy, and Development, at the College of Education and Human Development. Prior to joining the University of Minnesota, he was at the University of Oregon for 19 years, where he was a professor of political science and international studies and directed both the International Studies Program and the Center for Asian and Pacific Studies. He has also been a faculty member at Stanford and the University of Hawai’i.  In 1991–92, he was a Pew Fellow in International Affairs at the Kennedy School, Harvard University. In May 2011, he received an honorary doctorate in education and local development from Rajanagarindra Rajabhat University in Thailand.   He is starting his seventh decade of engagement with international higher education, as a professor/scholar and as a practitioner.   In Thailand, he has worked for diverse organizations such as the Peace Corps; the Ford Foundation; the Asia Foundation; United Nations Educational, Scientific and Cultural Organization; United Nations Development Programme; and World Education. He has also taught at numerous Thai universities, such as Thammasat, the National Institute of Development Administration, Mahidol, Kasetsart, and Srinakharinwirot. Twice he was team leader for major Asian Development Bank projects in Thailand and Laos, respectively.
