Christian L. Janousek, JD, PhD, is an Assistant Professor in the Department of Political Science and International Relations at Creighton University in Omaha, Nebraska. He received his MPA and PhD in Public Administration from the University of Nebraska at Omaha School of Public Administration, and his JD in Law from Creighton University School of Law. Dr. Janousek’s research focuses on state and local government policies and management. He has examined the differences and disparities in healthcare policy implementation among the states within the U.S. and various policy tools for interlocal and interorganizational collaboration. His comparative research explores influences on city administration, including international settings, public institutions, and political culture. He has presented research at national and international conferences and has published articles in several leading academic journals in the field.
Shihyun Noh, PhD, is an Associate Professor of Public Administration at the State University of New York Brockport. His research interests include health policy and administration, intergovernmental implementation of federal programs, and state and local government administration. His recent research covers various pertinent subjects, including how contracted health services affect health outcomes, such as quality of life and life expectancy, the factors affecting state operation of all-payer claims databases (APCDs), the impact of Medicaid expansion on county health spending, and the relationship between contracting out and local financial condition.
