Author Biographies

Achieved a PhD in Economics (PUCRS/2024), a Masters in Developing Economics (PUCRS/2017), and a Bachelor’s degree in economics (1991) and at Law School (1992) at Pontifícia Universidade Católica do Rio Grande do Sul. They have experience in Administration, focusing on Public Administration, acting on the following subjects: economy, public finance, debt management, tax law and economic integration. Their greatest experiences were as secretary of finances of Porto Alegre, secretary of finance of state of RS - deputy. They currently teach International Finance and Public Finance at PUCRS.
President of the Triple Helix Association, Executive President of Technova Barcelona–La Salle Innovation Park–Ramon Llull University, and XVII President of the International Association of Science Parks and Areas of Innovation. Josep Miquel Piqué is a Telecommunication Engineer from La Salle and MBA. He is Doctor of Ecosystems of Innovation from Universitat Ramon Llull. He also holds diplomas from Massachusetts Institute of Technology (MIT) and University of California-Berkeley. He is a student of Professors Henry Etzkowitz (co-founder of Triple Helix), Francesc Solé Parellada (Entrepreneurship) and Jerome Engel (Clusters of Innovation). He is the Founding President of XPCAT (Catalan Network of Science Parks), Vice-President of APTE (Spanish Network of Science Parks) and XVII President of IASP (International Association of Science Parks and Areas of Innovation).
Achieved a PhD in Economics from the Federal University of Rio Grande do Sul, with a sandwich doctorate at the École des Hautes Etudes en Sciences Sociales de Paris, DELTA/EHESS. Full professor at the Pontifical Catholic University of Rio Grande do Sul (PUCRS). President of the Economics and Statistics Foundation (FEE), 2007-2010. Director of the National Association of Planning, Research and Statistics Institutions (ANIPES), 2007-2010. Director of the Faculty of Administration, Accounting and Economics (PUCRS), 2012-2014. He has several articles published in journals in the area of economics and has experience in economic research in the areas of economic growth, regional and urban economy, agribusiness and evaluation of public policies.

Dr. Carina Rapetti has extensive experience and expertise in the fields of industrial engineering, renewable energy, sustainability, smart cities, project management, and innovation ecosystems. As the General Manager of the Triple Helix Association and a Project Manager, Researcher, and Professor at La Salle - Ramon Llull University, she has made significant contributions to the advancement of knowledge and practice in these domains.With a strong academic background, Dr. Rapetti holds a Master's Degree in Renewable Energy and Sustainability, Smart Cities & Communities, and Project Management from La Salle - Ramon Llull University. Her academic pursuits have equipped her with a deep understanding of the complexities and challenges surrounding these critical areas of study.
