Author Biographies

Savannah Y.T. Lai is an LLB student at the City University of Hong Kong. She was awarded the Top100 Hong Kong Future Leaders Award and was selected as a Finalist for the Allen & Overy Law Award. She is currently an Associate Editor of the City University of Hong Kong Law Review Editorial Board and previously served as a Citation Editor. In 2023, she published an article titled “Building retro-commissioning standard and policy: status quo and future directions” in Facilities. That paper reviews retro-commissioning (RCx) standards and examines policy measures for fostering the wider adoption of RCx in existing buildings.
Prof. Dr. Joseph H.K. Lai is an Associate Head of the Department of Building Environment and Energy Engineering at The Hong Kong Polytechnic University. He received a first-class Bachelor’s degree of Engineering in Building Services Engineering, a Master’s degree in Environmental Management, and a PhD in Facilities Management. With over a decade of professional practice in building services consultancy, property development, and facility management, he has actively conducted research in facilities engineering and management. Serving as a co-editor of Facilities and an associate editor of Smart and Sustainable Built Environment, he is also the Academic Advisor (Asia) of the IFMA Foundation. He has been honored with the Educator Award from the IFMA.
Dr. Philip Y.L. Wong is the Deputy Director of the Pan Sutong Shanghai-Hong Kong Economic Policy Research Institute at Lingnan University. He received his Bachelor’s degree at the University College London and his Master’s degree at the Chinese University of Hong Kong. He completed his PhD studies at the Hong Kong Polytechnic University. His research interests include facilities management, transport planning and policy, transport economics, and intelligent transport systems.
David Edwards is a Professor of Plant and Machinery Management and a Distinguished Visiting Professor at the University of Johannesburg. He is currently rated in the world’s top 2% of scientists across all disciplines. His work has been funded through engineering councils, government bodies (e.g., HSE, Highways England, UK Home Office and Defence Logistic Organisation, and the UK Ministry of Defence), and an extensive network of industrial collaborations. Amongst his many awards and accolades, two are held most dearly, Recipient of the Commander’s Coin, US Department of Defence (2011), for his work in hand-arm vibration and the Chief for Education Development, Ashanti Region, Ghana. Professor Edwards currently holds numerous visiting professorships worldwide and is a lifetime Docent at the University of Oulu, Finland.
