AB This article addresses sidewalks as particular kinds of public spaces. Sidewalks of residential areas have been understudied; debates have tended to concentrate on pedestrian flows in commercial districts. By discussing the snowy sidewalks of Syracuse, New York, this article asks how sidewalks appear in law, and how responsibility for sidewalks is divided between governments and property owners. According to law and ordinances, sidewalks are responsibility of adjacent property owners. Unofficial monitoring has turned property owners' sidewalk responsibilities away from questions of liability to questions of morality. Sidewalks evince a moral order, where questions concern not only pedestrian flows or laws, but also attitudes of others. A snowy sidewalk appears as a contested moral order, whose publicity is questionable because of the sidewalk's reliance on private responsibility and policing. In the end, then, this article provides insights into how laws concerning public space are both maintained and questioned in everyday practices, and how the regulatory systems advance-or hinderthe publicity of public spaces like sidewalks.

AB In recent years, new urbanism design for walkability has been a major focus of city planning. Walkability contributes to the health, well-being, and quality of life of citizens in cities. The link between walkability in cities and the health of citizens' need more indepth research and a comprehensive appraisal of the international research methods for walkability will a good start to build foundation to define research focus and to provide some references for China which is going through a fast urbanization process. This paper discusses the importance of walkability in the new urban development, which has close relationship with public health, urban form and transportation. This paper through literature review, conducts an international comparative study of research methods used for conducting research on walkability. It provides a brief overview of theoretical frameworks that define and measure walkability in different subjects. The method used in this paper includes the following. In order to explore the trend and methodology objectively among related subjects, a database is set up by the software Histcite and CiteSpace, consisting of 813 related papers included in the database of "Web of Science" and 16468 indirect papers referenced by the 813 papers. The citation relationships between these related papers are then analyzed by Histcite and CiteSpace in order to find the connection between different subjects of the papers. The fields of geography, transportation and sociology, and other related research perspectives and contents have been discussed. The result of this review of other countries offers an empirical approach and evidence for a definition of measurable attributes and thresholds for walkable city research in general. It also provides reference with the walkability index and methods for Chinese city planners to meet the China's conditions in future. (C) 2016 The Authors. Published by Elsevier B.V.

TI Measuring Walk Access to Transit in Terms of Sidewalk Availability, Quality, and Connectivity

AB Walking as the major transit access mode confers health benefits to the public while presenting planners with the challenge of overcoming walk-accessibility costs which deter mass-transit use. The literature indicates sidewalk quality, availability, and street network connectedness are crucial access factors in walking to transit stations. However, the literature has not yielded a pragmatic tool for planners to assess walk access to transit stations in these terms. This paper offers a sidewalk availability and quality index (SAQI) and a connectivity index (CI) which grant insight into the pedestrian-rider's ability to access mass transit through the built environment. The methods are presented through an analysis of the Orange Line bus rapid transit (BRT) in the San Fernando Valley, Los Angeles. The analysis of the Orange Line using the SAQI and CI method determines which stops are least accessible to riders and indicates access solutions by identifying the overriding problem along the axes of quantity, quality, and design. Regression analysis concludes that there is a significant positive relationship between sidewalk connectedness and the use of public transportation, indicating the indices are useful as measures of walk-access costs and predictors of ridership. TI Relationships between Street Centrality and Land Use Intensity in Wuhan, China

AB Although the relationships between street centrality and land-use intensity have been documented, only a few studies have explained the disparities in the global relationships among different land-use types or explored the local spatial relationships among such types. In this paper, the previously mentioned problem is addressed by investigating the main urban area of Wuhan, China. The street centrality indicators of closeness, betweenness, and straightness are expanded by considering the node-based weight of the road grade and road width. Land-use intensity is measured based on the building and economic activity density in the different land-use types. Kernel density estimation is used to convert the measures to a basic raster unit, whereas the geographically weighted regression (GWR) method is used to explore the spatial heterogeneity in the relationships. The results indicate strong relationships between street centrality and land-use intensity. Furthermore, the relationships vary not only among the different land-use types but also in the different categories of a single land-use type. Spatial heterogeneity also exists in these relationships. This finding confirms that street centrality plays a crucial role in shaping urban structure and land-use intensity, and understanding the formation of urban fabrics and the advancement of human civilization. AB Despite having been subject to a strong and many-sided critique, instrumental rationality persists as paramount in transport planning practice and research. This paper argues that it is crucial to acknowledge the prescriptive and normative facet of instrumental rationality in order to understand its impact on transport planning. The aim is to explore to what extent pedestrian planning - within a specific geographical context - has subscribed to the methods employed within the limits of instrumental rationality. The study draws on data from interviews with urban and transport planners in three municipalities in the southern part of Sweden (Malmo, Lund, and Helsingborg) together with those municipalities' urban and transport planning strategies. The material is analysed through three aspects related to (1) who the road user is in the realm of instrumental rationality, (2) what kind of knowledge is of interest within instrumental rationality and (3) how instrumental rationality takes physical form. The analysed material displays walking as increasingly being included in planning exercises and general design guidelines. However, these efforts do not form a consistent and thought-out strategy proceeding from instrumental rationality. Walking remains seemingly excluded from many methods defining this concept. Furthermore, the means are not described as explicitly related to certain ends, or vice versa.

AB Commuters are the major group of pedestrians who walk for daily transportation along the short pathways between the metro stations and their workplaces in the central business district (CBD) of Kuala Lumpur. Shorter walking times and shorter distances are significant criteria in commuter path choice; however, in the presence of multiple pathways of virtually the same length, the criteria of perceived time and perceived distance play the key role in path choice. In this regard, this study investigates perceived legibility (PL) as an alternative path choice criterion for commuters on the basis of its hypothesized correlation with perceived time. For commuters, a more legible pathway is a well-signed directional pathway, which generates a strong sense of direction toward the destinations along it. As Perceived legibility (PL) is assumed to be a positive factor for commuters' choice of path, the main question of this research is whether the highest PL is taken into account by commuters as an important path choice criterion in the case of available alternative pathways of almost the same length. In this regard, the importance of the highest PL for commuters' path choice was examined in comparison with other probable path choice criteria. In addition, the components of the highest PL were explored according to the perceptions of commuters. It was conducted in nine zones of the CBD of Kuala Lumpur. The zones were selected and finalized based on the design of the zone selection process. The collected data were processed using two consecutive survey questionnaires and an observational analysis. The highest PL showed moderate importance regarding commuter path choice. However, because of the significant correlation between PL and perceived time as well as sense of pleasance as two of the most important path choice criteria, highest PL or strongest sense of direction toward the destination is taken into account as one of the key factors for commuter path choice. Furthermore, factors such as the presence of buildings according to their height and facade, and commuters' greater ability to see their destination point while walking, were found to be components of PL. Such relationships indicate the importance of these physical and visual factors for improving the path choice and walking rates of commuters in the CBD.

AB By measuring twenty streetscape features and numerous other variables for 588 blocks in New York City, we were able to identify variables that explain pedestrian traffic volumes. We found significant positive correlations between three out of twenty streetscape features with pedestrian counts after controlling for density and other built environmental variables. The significant streetscape features are the proportion of windows on the street, the proportion of active street frontage, and the number of pieces of street furniture. This study provides guidance for streetscape projects that aim to create walkable streets and pedestrian-friendly environments.

TI ASSESSING THE IMPLEMENTATION OF COMPLETE STREETS PROJECTS

AB Over 900 jurisdictions have adopted Complete Streets (CS) policies since 2004. For urban planners, the design of CS projects is an opportunity to influence transit use and public health. To date, there are no practice standards related to CS initiatives, and the implementation of CS projects has not been rigorously studied. In response to this gap, the current study sought to identify common patterns in CS practices and assess how well municipalities were capturing data on CS project outcomes. Semi-structured, one-hour phone interviews were conducted with officials from 13 municipalities with active CS programs. Qualitative analysis identified seven themes related to CS implementation and revealed that municipalities allocated few resources to capturing CS project outputs and impacts. The findings suggest a common set of strategies and challenges for urban planners involved with CS initiatives. The results also call attention to the need for municipalities to collect follow-up data on the impact of CS projects. Such data would generate evidence that could improve the quality of future planning decisions and ensure that CS initiatives are producing their intended outcomes.

AB The purpose of this study was to test whether a compact neighborhood design is associated with trip-chaining behavior. Trip chaining is regarded as a growing phenomenon in travel and activity behavior because people seek to minimize the travel time and cost required to accomplish their daily activities based on the available time budget and other needs. In this study, trip-chaining patterns were examined over a survey day, giving insight into the association between land use and the planning of the trip and its distance, as well as the preferred mode of transportation. A tour consists of a combination of individual trips, including all of the stops that are made along the way. A series of multivariate models was used separately for different types of tours segmented into simple (one destination) and complex (more than one destination), and into work and nonwork tours. The results confirmed the idea that trip chaining diminishes the likelihood of using nonmotorized modes of transportation. In addition, local land use and walkability have a limited effect on work-related tours, but these factors are significantly related to nonwork tours. A resident who lives in a more walkable neighborhood is likely to take simple, albeit more frequent nonwork tours and conduct their nonwork activities on foot or by public transport, which reduces their use of vehicles during the day. These findings lead to the conclusion that there is more opportunity to use urban design policies to influence nonwork tours than work tours.

AB This study explores the spatial, social, and administrative conditions that shape Hong Kong's grade-separated pedestrian networks. The integrated elevated pedestrian network was initially developed to facilitate internal circulation within the commercial centers when the city was undergoing rapid growth in the 1960s and 1970s. The vision was incrementally incorporated into statutory and administrative instruments as the city embraced a consumer-oriented economy. This study tracks the evolving concept of grade-separated pedestrian networks in Hong Kong, revisiting the critical actions and written notes in Hong Kong's urban history from 1965 to 1997. The private sector was essential in building the multilevel pedestrian space and in making it a commercially viable urban model. An alternative perspective is proposed from which to consider Hong Kong's public-private conflicts.

AB Promoting walking for health among older adults in Korea has received growing attention, but limited research on the association of environmental factors with walking has been conducted. This study examined the association of personal, social, and environmental variables with leisure-time walking in older Korean adults. Structural equation modeling (SEM) was used to analyze the integration of environmental variables into a model based on the theory of planned behavior (TPB). A cross-sectional survey of a convenience sample (N=335) of older Korean adults measured perceived environmental variables, attitude, subjective norm, perceived behavioral control (PBC), intention, and walking. Data were analyzed using a two-step approach: a measurement model was fit to the data; then structural models (TPB-only and TPB plus environmental variables) were tested and compared. SEM revealed that neighborhood quality and safety had significant positive relationships with the TPB variables and indirectly influenced intention and walking. Personal and social factors mediated the relationship between neighborhood environment and walking, and PBC was important in directly and indirectly influencing walking. The extended TPB model explained 65.0% of the variance in intention, and 45.0% of the variance in walking. The inclusion of neighborhood variables in the TPB model resulted in an additional 0.6% increase in the variance explained in walking habits. These findings suggest that perceived environmental variables might help explain older adults' walking and that the TPB model with the environmental variables provides a useful framework to predict walking in older Korean adults. AB A walkability friendly environment is crucial in historical towns and cities built with minimal number of motor vehicles. This research aims to assess physical attributes of pedestrianization in Georgetown, Penang, a UNESCO World Heritage Site regarding walkability. A structured interview was conducted among 170 respondents at six different streets to examine citizens' satisfaction on the pedestrian facilities using six walkability features including a) pathway, b) zebra crossing, c) signage, d) personal safety, e) traffic flow and, f) aesthetics & amenities. Relative Importance Index (RII) analysis show that existing pathways do not meet acceptable standards in promoting a walkable environment. Aesthetic and amenities scores the lowest in satisfactory level and zebra crossing scores the highest in unsatisfactory level. The level of walkability in the World Heritage Site in Georgetown, Penang are found inadequate. Provision of physical walking and built heritage features without providing sufficient activities along the streets do not yield high walkability.

AB Planning and designing for walking is crucial for promoting a healthy public life, creating sustainable neighborhoods, enhancing social life and economy. This research paper identifies the factors that contribute to increased urban walkability in order to improve neighborhood sustainability and public life. For the research to gauge the perception of walkability, a case study was conducted in a neighborhood that provided an opportunity to analyze the walking behavior of pedestrians in a variety of urban built environment. Mehrauli, one of the most traditional settlements in New Delhi, India, was taken up for primary case study as it functioned like an urban laboratory with both traditional and modern settlements in the same vicinity. Streets selected based on varying levels of usage by pedestrians were studied through activity mapping and public surveys to understand the underlying factors that led to certain streets being rendered more walkable than the others. The results showed that the most important factors affecting pedestrians' perception of walkbility were related to the built envelop on either side of the streets. Factors relating to urban morphology like enclosure, block length and edge conditions were found crucial in creating the perception of a walkable neighborhood. (C) 2016 The Authors. AB Public transit users are expected to have higher levels of active transportation (AT, walking and bicycling) because they often need to walk to and from transit. Surveys in Baltimore and Seattle (n = 1,622) revealed that transit users performed more AT than nonusers, especially when dependent on transit. Health benefits and impacts of their limited travel options are discussed. Choice transit riders, who use transit and have a car, and dependent transit riders, who are limited to transit use, are compared for differences in AT and leisure physical activity time (LPA). Less LPA is explored as a consequence of the additional AT.

AB This study evaluates the inclusiveness of walkable housing in the San Francisco Bay Area. Using a series of regression models that control for an array of factors, this study finds that blacks are more likely to live in less walkable areas, a factor which could result in increased societal costs. These models suggest that this factor may mask other highly collinear factors including income, education, and social networks. This phenomenon is explored with qualitative interviews that reinforce this finding and illustrate the many push and pull factors that influence housing choice. These findings are then used to develop potential hypotheses as to why minorities may be living in less walkable locations and to propose policy solutions that could be used to encourage more inclusive walkable housing.

AB Malang city as the second biggest city in East Java Province tends to be less convenient recently. The traffic jam almost happen every day. The situations lead to the jay walking pedestrians. This case study analyzed the convenience component of walkability (CCW) at the street corridors around Alun-Alun Merdeka (AAM) and Alun-Alun Bunder (AAB). The CCW variables consist of the pedestrian infrastructure (PI). The PI indicators were the obstructions, cleanliness-maintenance, amenities and diffable supports. The PI data collecting method was adopted from the global walkability survey guide book and modified to suit the condition. The PI data were scored from 1-5 for semantic scale. The data were analyzed by descriptive-quantitative-interpretive methods. The score results was 2,31 (at range: bad to fair) thus the PI need to be improved. It concluded that 'roofing' indicator played the important role due to the convenience and needed to conduct next research to study other factors. (C) 2016 The Authors. Published by Elsevier Ltd.

AB The growing worldwide awareness of the significant impacts of physical activities on physical and physiological health has aroused great interest in the role of the physical built environment plays in walking and cycling activities. This comprehensive review shows how specific details of the built environment enhance people's walking and cycling. This was accomplished through identifying the barriers to walking and cycling activities as well as the general and specific characteristics of the major physical built environment attributes within a residential neighborhood that can help overcome these barriers and enhance the walking and cycling activity levels. Also the effectiveness of some individual attributes was also compared. Of particular value of this study is that its structure and level of details of information laid out in this review can facilitate building designers and neighborhood planners in creating a supportive environment within residential neighborhoods. AB China is in a period of rapid metro system development. However, there are few empirical evaluations of the complex interactions between the local built environment and metro ridership in the Chinese context. In this study, we collected empirical data on the influence of local environmental characteristics on walking access in Beijing. Walking behaviors and built environment perceptions among commuters (N = 495) were collected at six metro stations in three distinctly different physical settings in Beijing two in hutong, two in danwei, and two in xiaoqu. Participants recorded walking routes from the metro stations until they arrived at their destinations. Evaluations of the built environment were collected using a questionnaire after the participants arrived. Geographic information system was used to map walking routes and code built environment variables. Walking behavior outcomes were measured as walked time from metro exit to participant's destination. ANOVA compared differences between perceived and measured built environment characteristics and walking behaviors among selected neighborhoods. Multiple regression was used to test for associations between the built environment and metro station routes. We found that mean walking time from the metro station to a destination was 8 min. Recreational and office destinations had similar walking times to the metro station as residential destinations. Metro riders in xiaoqu and danwei walked longer distances to their destinations compared to metro riders in hutong. Physical obstacles to crossing streets made walking times longer. Greater connectivity, both perceived and measured, predicted shorter walking times. Local land use is not well integrated into metro station placement in Beijing. Better connectivity, pedestrian-friendly designs and higher building coverage ratio around the metro station might promote easier walking access and have the potential to capture more metro riders. AB Considering the Cairene context and its urban extensions, this paper hypothesizes that planned urban districts are becoming less suitable for children to walk to school. A questionnaire was sent to parents of children in grades 4, 5 and 6 of 3 schools; one in each of Dokki/Mohandeseen (n=406), Madinet Nasr (n=124) and 6th of October City (n=98) to explore the mode by which students travel to school and the different variables affecting the parental perception and decision. Results showed that active school travel is much less practiced in new cities than in the inner city districts with percentages 35.3% in Dokki, 40.9% in Madinet Nasr and 12.5% in October. AB Old cities in Japan are generally planned according to grid pattern and centralised spaces like the public square are not common (Jinnai, 1995; Kurokawa, 1983) Social activities would normally take place in micro-scale spaces like the alleyways, or in privately owned open spaces where people were protected from wheeled traffic. As alleyways ensured pedestrian safety and provided people with walk-able environment allowing people to socialise, they contributed in building tight-knit communities around them over time. However, many roads have been widened over the past six decades. They either lack or have very narrow sidewalks. Without a public square, Japanese cities have far less walk-able areas. In some of the historical cities, the changes have been gradual and there are some alleyways that still remain. This paper uses the case study of old historical centre of Kyoto to introduce the ways in which the remaining alleyways can be used to increase walk-ability of historical Japanese cities while maintaining the historical townscape and original spatial configurations. AB This paper adds to the relatively few European studies on the pedestrian friendliness of urban areas, and on transport walking. Using the Human Environment Interaction (HEI) model (Kuller, 1991), the study explores the associations between perceived neighbourhood spatial-physical and social environmental qualities and walking to neighbourhood destinations, and examines whether these associations are mediated by the emotional relationship to the residential neighbourhood. One hundred and ten urban residents in the city of Malmo, Sweden, completed a web-based survey, including measurements of walking intentions and behaviours, and the short version of both the Perceived Residential Environment Quality Indicators (PREQIs) and the Neighbourhood Attachment Scale (NAS). Structural Equation Modeling revealed direct effects of individual factors and neighbourhood spatial-physical and social environmental qualities on transport walking. The effect of environmental qualities was partly mediated by participants' emotional relationship to the residential neighbourhood. Spatial-physical as well as social-relational features of the neighbourhood seem to play a role in walking intentions and behaviours, thereby emphasising the importance of considering both aspects in measures to support urban pedestrian friendliness.

AB This article explores the pedestrian bridges in Hong Kong and the idea of pedestrian bridges as everyday places in a high-density city. On the basis of a physical survey of pedestrian bridges and intensive observations of people's everyday use of such bridges, this study reveals people's everyday bridge use, the multiple roles of pedestrian bridges in high-density cities and the process of everyday placemaking. More importantly, taking the concept of 'pedestrian bridge as everyday place', the frameworks of necessity and sufficiency for placemaking, and then for place-led development, are summarised and discussed. This article contributes to generate an elaborative framework of everyday placemaking with respect to the dynamic relationship between micro-scale spatial characteristics and people's everyday behaviour. Built on the framework of placemaking, a performance-based actionable placemaking strategy is then proposed, to clarify the roles of designer, planner, regulator and ordinary everyday users in the process of placemaking.
