This is a very interesting topic. The authors should detect the validity and reliability of the bonding social capital and bridging social capital and compare the differences using the sample the article mentioned. The implications for the policymakers and how the result applied to improving the wellbeing of the populations.

This article offer a very comprehensive and thoughtful examination of the current evaluation regime in respect to social welfare provision (in this case aternative educational provision in England). The author(s) clearly has a sound and broad understanding of the field

The focus on social capital is useful (and I don't think it has been employed enough in youth studies)

I would suggest some better signmposting earlier on on the article - say what alternative provision is earlier - this is done but at the start of the second paragraph - I'd foreground it. Likewise, I would explain the focus on social capital for the reader a bit more clearly and earlier.

The author(s) might want to have a look at Gert Biesta's critiques of evaluation/measurement in education.

We have noted your comment regarding "signposting" and "foregrounding" earlier both what alternative provision and explain the focus on social capital for the reader a bit more clearly and earlier. In response, we have moved the explanations and key focus on alternative provision and social capital to the first paragraph - lines 22 to 39.

The author(s) have also noted the work of Gert Biesta and the critiques of evaluation/measurement in education. Thank-you, we will be including this in future work in this area, particularly as Reviewer 1 noted the value of future work around evaluation, social capital and Alternative Provision.
