		<description>Dear Colleagues,  With the fast-growing of Internet, how to fully utilize existing  resources on networks and networked systems to provide resilient and  high quality services to users is becoming more and more critical.  Furthermore, security and privacy need to be addressed for users to  share and protect network resource. Modeling technologies and  performance analysis are needed to address new types of resource  management in heterogeneous networks.   This special issue seeks high quality research papers on any aspect of  resource management on networks and networked systems, including but not  limited to (1) end-to-end resource management; (2) resource management  on cloud computing; (3) acceleration technologies for networking,  security, resource management, etc.; (4)power/thermal issues in network  resource management; (5) network protocol support for virtualization,  power efficiency, dynamic QoS, and other features.
